The facilities to provide that access
represent a considerable commitment of City resources for telecommunieations, networking,
software, storage, etc. This Internet mage policy is designed to help you mlderstalld our
expectations for the use of those resources in the pa..>ticwar conditions of the Internet, and to help
you lISe those resources wisely.

(

'MUle we've set forth explicit re'luir-~ents for Internet usage below, we'alike to start by
describing our Internet usage philosophy. First and foremost, the Intemet for the City is a
business tool, provided to you at significant cost. That means we expect you to use your Internet
access primarily fer business-related PUlPoses, i.e., to communicate with. customer.> and
suppliers. to research relevant topics and obtain useful business information. We insist that you
cooauet yoW'self honestly and appropriately on the Internet, and ,espect the cepyrig..lJt3, software
licensing rules, property righl$, privacy and prerogatives of others, just as you would io any other
business dealings. To be absolutely clear 00 this point, all existing City poUcies and/or policies
to be adopted in the future apply to your conduct on the Internet, especially (but not exclusively)
those that deal with intellectual property protection, privacy, misuse of City resources, se.~al
harassment, information iUld data security, and confidentiality.

Unnecessary or unauthorited Internet usage takes away from work time, consUlIll!<i supplies, and
ties up printers and other shared resources. Unlawful Internet usage may wo garner negatiw
publicity for the City and expOSe us to significant legal liabilities.

The chats, news groups and E-mail of the Internet give each individual Intemet user an immettSe
and unprecedented reach to propagate official messages. Bec!lUSe of that power we must take
special care to maintain the clarity, consistency and integrity ofilie City's professional image and
posture. Anything BIlyone employee writes in the ceurse of acting for the City Oll the Internet
can be taken as representing the City's offielal posture. That is why we expect you to fOTgo a
measure of your individual freedom when yOU participate in cha~ or news groups on City
business, as outlined below.

While your connection to the Internet offers a cornucopia of potential benefits, It can also open
the door to some significant risk! to our datllllr1d systems if we do not follow appropriate
security discipline. As preoented in greater detail below, that may mellrl that certain users may be

prevented from using certain Internet features like file tranSfers.
