<br />8. Receive and investigate complaints of alleged acts <br />of discrimination by the City of Centerville. <br /> <br />23 CODE OF CONDUCT AND ETHICS <br /> <br />23.1 Purpose <br />The City Council of the City of Centerville requires all elected official~ <br />officors , board and commission members and employees of the City to <br />adhere to the following code of conduct and ethics. The purpose of this <br />policy is to establish standards for all such persons by setting forth actions <br />which are incompatible with the best interest of the City of Centerville, its <br />taxpayers or in conflict with state or federal laws. <br /> <br />23.2 Conflicts of Interest <br />No member of the City Council, officer or employee having the power or <br />duty to perform an official act or action may be directly or indirectly <br />interested in any contract, transaction, or zoning decision of the City of <br />Centerville except as provided for in the Minnesota State statutes. <br /> <br />Any member of the City Council who has an interest in any proposed <br />legislative action of the City Council shall disclose on the record of the City <br />Council meetinq the nature and extent of such interest. <br /> <br />Any other officer or employee having an interest in any proposed <br />legislative action of the City Council and who gives an opinion or <br />recommendation to the Council, shall disclose on the record of the Council <br />meetinq the nature and extent of such an interest. <br /> <br />No Councilmember, officer or employee may purchase personal property <br />from the City except property that is no longer needed by the City and: <br />1. if there is a reasonable public notice and the goods are <br />sold through public auction; <br /> <br />2. if it is sold by a sealed bid process and the officer or <br />employee has the highest responsible bid. The officer <br />as employee who buys the property must not be <br />involved in the auction or sealed bid process. <br /> <br />No member of the City Council, officer or employee may accept any gift or <br />gratuity in any size under circumstances in which it could be reasonably <br />thought to influence him or her in the performance of his or her official <br />duties or in which it appears to be a reward for any official action on his or <br />her part. Gifts or gratuities which may be acceptable are as follows: <br /> <br />1. Awards for meritorious civic service contribution. <br />
