<br />1 GENERAL <br /> <br />1.1 Purpose <br /> <br />The purpose of this policy is to establish a uniform and equitable system of <br />personnel administration for tAe mLemployees of the City of Centerville as well as <br />all orqanized personnel who work under a neqotiated aqreements with the Citv. <br />In the event of a conflict between the terms of the neqotiated aqreement and this <br />personnel policv, the terms of the neqotiated aqreement shall take precedence <br />and those emplovees subject to the aqreement shall be so requlated. Nothinq in <br />this policv shall be construed as part of an emplovment contract between the Citv <br />of Centerville and its emplovees. This handbook is not intended to be Q contract <br />or an otf-or of a contract. Additionallv, the provisions in this policv supersedes all <br />prior emplovee policies. The Citv of Centerville reserves the riqht to chanqe the <br />proviSions of this personnel policv from time to time without notice. This policv <br />supersedes any prior representations or understandinqs and shall be subject to <br />all applicable State and Federal Laws, as well as City Ordinances~ <br /> <br />These policies may be amenEled, modified, added to, eliminated, or otherwise <br />chcmged C1ny time at the sole discretion of the City witheut notice to employees. <br /> <br />1.2 Scope <br /> <br />This personnel policv applies to all Citv of Centerville emplovees. except the <br />fOllowinq: <br />. Elected Officials <br />. Consultants Renderinq Professional Service <br />. Members of City Boards. Commissions, and Committees <br />. Persons Enqaqed Under a Specific Emplovment Contract <br />. Volunteer Personnel <br />. Temporarv Emplovees <br /> <br />All emplovees covered bv a collective barqaininq aqreement entered into in <br />accordance with the Public Emplovers Labor Relations Act. Minnesota Statues & <br />179.61 - 179.77. and & 179A.01 - 179A.01 - 179A.25 shall be exempt from anv <br />of these provisions which directlv conflict with the lanquaqe in the barqaininq <br />aqreement. <br /> <br />1.3 Authority <br /> <br />The provisions of this personnel policy may be revised or amended at any time at <br />the sole discretion of the City. The Citv Administrator shall make interpretation of <br />these policies or decision on items not covered with them. <br /> <br />~ <br />
