Emplovee Personal Protection: All workers not separated from traffic by a positive <br />barrier in a Road Right of Way or at nay other construction site where heavy equipment is <br />operating shall be required to wear high visibility clothing such as a vest, shirt or jacket. <br />T any time from sunset to sunrise, any time it is raining, snowing, sleeting or hailing and <br />anytime visibility is impaired by weather, smoke, fog or other similar conditions outer <br />clothing shall be retro-reflectorized. In 2000, the city shall pay $250 towards the <br />purchase of high visibility vests, shirts, and jackets for each full-time employee who <br />works in the road right-of-way or at construction sites. The city shall pay $150 towards <br />the purchase of high visibility vests, shirts andjackets every year thereafter. New <br />employees will be provided $250 worth of high visibility clothing their first year and <br />$150 per year thereafter. All vests, shirts, and jackets will be purchased through the city's <br />selected vendors. Employees may purchase additional vests, shirts or jackets through the <br />city's vendors. Temporary employees shall be provided <br />with one vest and three shirts for summer employment. (Revised February 1, 2000). <br /> <br />Article 16 <br /> <br />Smokinl! <br /> <br />A. In the interest of good health, the City discourages employees from smoking. <br />Smoking within City buildings, offices, vehicles, and work sites is governed by the <br />Minnesota Clean Indoor Air Act. <br /> <br />B. Approved smoking areas must be clearly designated. There will be no smoking in <br />areas not designated as smoking areas. If smoking results in discomfort to others, <br />smokers are required to stop smoking. Smoking in nonapproved areas may result in <br />disciplinary action. <br /> <br />Article 17 <br /> <br />Discipline <br /> <br />17.1 General <br /> <br />A. Supervisors are responsible for maintaining compliance with City standards of <br />employee conduct. Most employees want to be part of an orderly, well-organized, <br />productive group and do not object to the establishment of reasonable rules and standards <br />of behavior. The objective ofthis policy is to establish a standard disciplinary process for <br />employees of the City of Blue Earth. <br /> <br />B. City employees will be subject to disciplinary action for failure to fulfill their duties <br />and responsibilities at the level required, including observance of work rules and <br />standards of conduct and applicable city policies. <br /> <br />C. Discipline will be administered in a non-discriminatory manner. All discipline will be <br />for just cause. Employees may request a hearing in accordance with the grievance <br />procedure ifthey feel the discipline is either unjust or disproportionate to the offense <br />
