(Information from Minnesota Department of Transportation Office of Traffic <br />Engineering.) <br /> <br />If a new roadway is constructed, Anoka and Washington Counties will request MnlDOT to <br />perform a speed study to determine a safe and reasonable speed limit along the corridor. The <br />speed limit is not expected to change significantly. <br /> <br />People are traveling over the speed limit and passing on the shoulder. Can the roadway be <br />patrolled more often? <br /> <br />Education and enforcement are needed to eliminate speeding. Speeding is a problem throughout <br />Washington and Anoka Counties on-every type ofroad. <br /> <br />What will be done to evaluate the potential drainage impacts caused by the project? <br /> <br />A drainage analysis will compare existing conditions with proposed conditions. Water <br />quality/rate control ponds will be constructed to provide effective water quality treatment prior to <br />discharge to surface water bodies and to ensure that future peak rates of runoff are less than or <br />equal to existing rates. Planning measures include coordination with the City of Hugo and with <br />the Rice Creek Watershed District. <br /> <br />The realignment of CSAH 8/14 will create floodplain and wetland impacts and will affect <br />Clearwater Creek. What type of environmental permits will be needed to address these <br />and other environmental impacts? <br /> <br />Environmental impacts along the four alignment alternatives will be evaluated during the study <br />phase. <br /> <br />Meetings have been held with environmental permitting agencies to obtain input on the project. <br />Compliance with the Wetland Conservation Act and permits from the US Army Corps of <br />Engineers and the Rice Creek Watershed District are necessary. We will continue to meet with <br />these agencies during the project study and design phases. <br /> <br />Residential and commercial properties will be impacted along each alignment. How much <br />right-of-way will be taken for the road and trail? Will my home or business be acquired <br />and will I be paid for this? <br /> <br />All four alignment alternatives will involve the acquisition of permanent and temporary <br />easements. In addition, some residential and business properties may need to be acquired. Each <br />alternative will include an evaluation of the number of parcels impacted, the potential residential <br />and business relocations, and the amount of property needed to accommodate the road, path, and <br />utilities.
