<br />All property owners affected by the project will be contacted by Washington County's <br />Acquisition Specialist after the preferred alignment alternative has been selected. An <br />informational brochure titled "Acquisition Information for Property Owners" is available from <br />Washington County. <br /> <br />Residents and business owners along CSAH 8 near the intersection with TH 61 and along <br />CSAH 14 near the intersection with Otter Lake Road experience difficulty accessing the <br />roadway due to heavy traffic volumes. <br /> <br />Efforts will be taken during the roadway design to ensure safe access to and from CSAH 14 and <br />CSAH 8 for adjacent property owners. Thealternatives analysis will include an evaluation of <br />access-related issues including residential and business access, city street access and spacing, and <br />access spacing on TH 61. <br /> <br />Will traffic signals be installed at the intersection of TH 61 and 147th Street, TH 61 and <br />140th Street, or CSAH 14 and Otter Lake Road? <br /> <br />A traffic signal will be installed at the intersection ofTH 61 and 140th Street in 2003. <br /> <br />A signal warrant analysis will be completed for the intersection ofCSAH 14 and Otter Lake <br />Road. If it is determined that a traffic signal is warranted and justified, it will be installed as part <br />of this project. <br /> <br />If the 147'h Street alignment is chosen as the preferred alternative, a signal warrant analysis will <br />be completed for the intersection with TH 61, and if determined to be warranted and justified, a <br />signal at that intersection will also be installed as part of the project. <br /> <br />Are improvements planned for the 1-35E/CSAH 14 interchange, or is a new interchange <br />planned for CSAH 4 (170th Street) and 1-35? <br /> <br />A major reconstruction project has not been funded or scheduled by the Minnesota Department <br />of Transportation (MnlDOT) or Anoka County at this time for improvements to the <br />1- 35E/CSAH 14 interchange. However, interim efforts are being made to determine how to <br />improve the safety of the interchange. One of the options recommended by Anoka County is the <br />installation of all-way stop signs. Approval from Mn/DOT is needed for the installation of the <br />signs. The surrounding communities are working together to look for future opportunities to <br />build an improved interchange. City Council and staff members from Lino Lakes, Hugo, and <br />Centerville, along with Mn/DOT staff and local legislators met on January 30,2002. The City <br />Councils will approve resolutions supporting an interchange reconstruction project. Anoka <br />County has formally requested that discussions be initiated by Mn/DOT to prioritize and <br />program the reconstruction of the interchange. <br /> <br />The construction of an interchange at 1-35E and CSAH 4 would need to be initiated by MnlDOT <br />and is not currently being considered by Mn/DOT. An interchange is not included in Anoka <br />County's Capital Improvements Program or 2015 Comprehensive Transportation Plan.
