<br />THE FOLLOWING ADDITIONAL COMMENTS WERE RECEIVED REGARDING <br />THE PROJECT: <br /> <br />COMMENT: Can a traffic signal be installed at the intersection of 14dh Street and TH 61? <br /> <br />RESPONSE: A traffic signal is warranted and justified, and will be installed in 2003. <br /> <br />COMMENT: Can a traffic signal be installed at the intersection of CSAH 14 and Otter Lake <br />Road? <br /> <br />RESPONSE: A signal warrant analysis will be completed for the intersection. If it is <br />determined that a traffic signal is warranted and justified, it will be installed as part of this <br />project. <br /> <br />COMMENT: Can improvements be made to the 1-35E/CSAH 14 interchange? The interchange <br />needs to be reconstructed before afour-lane roadway is constructed. This will create afimnel <br />and back up traffic to the east. <br /> <br />RESPONSE: A major reconstruction project has not been funded or scheduled by the <br />Minnesota Department of Transportation (Mn/DOT) or Anoka County at this time. However, <br />interim efforts are being made to determine how to improve the safety of the interchange. One of <br />the options recommended by Anoka County is the installation of all-way stop signs. Approval <br />from Mn/DOT is needed for the installation ofthe signs. The surrounding communities are <br />working together to look for future opportunities to build an improved interchange. City Council <br />and staff members from Lino Lakes, Hugo, and Centerville, along with Mn/DOT staff and local <br />legislators met on January 30,2002. The City Councils will approve resolutions supporting an <br />interchange reconstruction project. Anoka County has formally requested that discussions be <br />initiated by MnlDOT to prioritize and program the reconstruction ofthe interchange. <br /> <br />COMMENT: A new interchange at 1-35E/CSAH 4 is needed to alleviate traffic on CSAH 8/14. <br /> <br />RESPONSE: The construction of an interchange at I-35E and CSAH 4 would need to be <br />initiated by MnlDOT and is not currently being considered by Mn/DOT. An interchange is not <br />included in Anoka County's Capital Improvements Program or 2015 Comprehensive <br />Transportation Plan. In addition, new interchanges must be reviewed and authorized for access <br />by the Federal Highway Administration and the Metropolitan Council. <br /> <br />COMMENT: Residents and business owners near the intersection ofCSAH 14 and Otter Lake <br />Road experience difficulties accessing their driveways from CSAH 14 during periods of heavy <br />traffic. <br /> <br />RESPONSE: Efforts will be taken during the roadway design to ensure safe access to and from <br />CSAH l4/CSAH 8 for adjacent property owners. <br /> <br />CSAH 8/14 COMMENTS AND RESPONSES - Updated July 2002 <br /> <br />- 4- <br />
