<br />RESPONSE: Traffic on TH 61 is projected to be over 20,000 vehicles per day regardless of <br />what alignment is chosen. The existing and future City land use plans, including commercial <br />areas, will be taken into consideration in the selection of the preferred alignment. <br /> <br />COMMENT: People are traveling way too fast on the roadway in both Lino Lakes and Hugo. <br />People are passing on the shoulder at Otter Lake Road. The speed limit should be lowered and <br />enforced. <br /> <br />RESPONSE: The speed limit on CSAH 8/14 is 30 mph from TH 61 to Y, mile west, and <br />55 mph from that point to the intersection with 1-35. Speed limits in Minnesota are set by the <br />Minnesota Department of Transportation (Mn/DOT) based on engineering and traffic <br />investigations. If a new roadway is constructed, Anoka and Washington Counties will request <br />Mn/DOT to perform a speed study to determine a safe and reasonable speed limit along the <br />corridor. The speed limit is not expected to change significantly. <br /> <br />Education and enforcement are needed to eliminate speeding. Speeding is a problem throughout <br />Washington and Anoka Counties on every type of road. <br /> <br />COMMENT: The culvert between Elmcrest and Everton needs to be enlarged. It freezes up and <br />water comes up close to the road. <br /> <br />RESPONSE: A drainage analysis will compare existing conditions with proposed conditions. <br />Water quality/rate control ponds will be constructed to provide effective water quality treatment <br />prior to discharge to surface water bodies and to ensure that future peak rates of runoff are less <br />than or equal to existing rates. Planning measures include coordination with the City of Hugo <br />and with the Rice Creek Watershed District. <br /> <br />COMMENT: Can overhead utility lines be buried as part of the project? <br /> <br />RESPONSE: Underground utility lines can be buried as part ofthe project. The City would <br />have to pay the cost of burying the utility lines. Property owners may have to pay the cost to <br />switch from overhead to underground services. <br /> <br />COMMENT: Will the City of Hugo residents, especially the immediate area residents, have <br />input regarding the preferred alignment? <br /> <br />RESPONSE: As part of the public involvement process, four or five meetings in the <br />community are planned during the project development. Input from the residents is important to <br />make sure nothing is overlooked in the study process. As an example, the study area was <br />expanded as a direct result of comments made at the first public meeting. <br /> <br />COMMENT: Will the City Councils have a say in the selection of the road location? Who will <br />make the final decision? <br /> <br />RESPONSE: City staff from Hugo and Lino Lakes are part of the project management team <br />and have kept the Councils informed on the project. At their July meetings, the City Councils <br />were asked to concur on the preferred alignment alternatives to carry forward through the <br /> <br />CSAH 8/14 COMMENTS AND RESPONSES - Updated July 2002 <br /> <br />- 6- <br />
