City of Centerville
August 28, 2002
Council Meeting Minutes
Council Member Broussard Vickers commented that, at one time, Centerville Road was
on a 20-year plan.

Ms. Helmbrecht commented that the City has trails tying into Centerville Road and Main
Street and doing this project without doing Centerville Road does not make any sense.

Mr. Fischer indicated that doing the project may make trails disconnected for a time but
eventually, when funding becomes available all those trails will end up connected. He
then said that there may not be enough federal funds to complete this entire project.

Ms. Helmbrecht commented that, if the County is going to do this project, it needs to
look at doing Centerville Road. She then asked if the County was aware that the City has
a design for the area from the Minnesota Design T earn.

Mr. Fischer indicated the County's policy is that the right of way required is the County's
cost. He then said that the policy on cost sharing is that they only require the City to buy
right of way for new alignments.

Mayor Swedberg asked that comments be finished up and noted there would be ample
opportunity in the future for further comments.

Council Member Capra said she is concerned with the environmental impact between the
two lakes and commented that the two cannot be intermixed. She then asked how the
County would address reconstruction and helping to prevent the polluting of Centerville
Lake from Peltier Lake.

Mr. Fischer indicated the County may have no options as it will need to follow the DNR
requirements. He then said the timber bridge just south of the dam will need to be
rebuilt.

Mr. Fischer said that the County wants to end up with a product that every body is happy
with. He then said that the County is not ready to kick off the process yet and predicted it
could be as much as a year from now when the process is begun.

Council Member Broussard Vickers asked what the City's contribution would be. Mr.
Fischer indicated the County wants the City to be involved with choosing and approving
of the consultant used but said the consultant costs are generally the County's with some
City participation.

Ms. Helmbrecht asked if the money is available or whether it had been cut by MNDOT.
Mr. Fischer indicated that there is a certain amount of money allocated to the region
through the Metropolitan Council and the funds are available to the County at this time.

Mayor Swedberg thanked Mr. Fischer for coming and thanked him for his support of the
work at 35E and County Road 14. Mr. Fischer indicated the County knew that the four
way stop would add to the congestion but felt it was necessary in the name of safety.

I _
