<br />City of Centerville <br />August 28, 2002 <br />Council Meeting Minutes <br /> <br />Mr. Fischer indicated that on the old county map there used to be a dotted line that did <br />that but the 1990's were good years for environmental activists and those new laws took <br />out that corridor as an option due to the wetlands. <br /> <br />Council Member Broussard Vickers suggested the wetlands could be mitigated as it is not <br />a specially protected wetland. Mr. Fischer explained that when the county needs to <br />impact wetlands adjacent to a county road the first question they are asked is if the impact <br />could be avoided by changing the route and the answer would be yes in this case. <br /> <br />Council Member Broussard Vickers asked who asks that question. Mr. Fischer indicated <br />the rules are provided by the Wetland Conservation Act. <br /> <br />Council Member Broussard Vickers commented that every development could be <br />avoided. Mr. Fischer commented that, from a highway perspective, when they go for <br />permits the way the rules are for highway projects the first question is can you overcome <br />the impact. He then said that safety always overrides wetland impacts but only <br />associated with improving existing routes and does not apply to new routes. <br /> <br />Council Member Broussard Vickers indicated she feels there is a major safety issue when <br />you put a four lane highway through a small town and she does not feel that enough of an <br />effort has been made to try to mitigate the wetlands. She then said that, if you can do it to <br />build a house, she would think that the transportation department could come up with <br />enough evidence to get it approved. <br /> <br />Mr. Fischer indicated that whenever a project oftms magnitude is undertaken a multitude <br />of environment reviews are required. He then said that one of those requirements is an <br />alternative alignment study. He further commented that the route to the north could be <br />evaluated during the alternative alignment study. <br /> <br />Council Member Nelson asked if the County was interested in turning county roads over <br />to cities. Mr. Fischer indicated the comprehensive plan classifies some roads that the <br />county is interested in turning over to the local jurisdiction but those are classified as <br />minor collector roads. <br /> <br />Paul Montain commented that there are no shoulders on 20th A venue or Centerville Road <br />and asked if there is a proposal to add those to minimize the danger for pedestrians. <br /> <br />Mr. Fischer indicated that when roads are overlaid the County attempts to add as much as <br />they can but adding shoulders to Centerville Road would be difficult without a major <br />reconstruction due to the deep ditches. <br /> <br />Mr. Montain asked if there was anything in the plans for the next 10 years. Mr. Fischer <br />indicated the County tries to put together a solid five-year plan. <br /> <br />Page 4 ofl8 <br />
