<br />City of Centerville <br />August 28, 2002 <br />Council Meeting Minutes <br />owners concerning standing water but he fIrst needs to have information proving there is <br />a problem with the grade. <br /> <br />City Attorney Hoeft indicated that just because water collects there does not mean the <br />grading is improper. He then said the fIrst thing that someone would have to do is take <br />measurements to tell what the elevations are and determine whether it is a problem. <br /> <br />Council Member Broussard Vickers asked if there was noticeable erosion behind the <br />townhomes. Mr. Peterson indicated the area is weedy with tall weeds right up to the <br />fence and then there is the ditch. He then said that he did not see piles of dirt that totally <br />impeded the flow. <br /> <br />Council Member Broussard Vickers indicated she would like to see Mr. Palzer check the <br />fence and railroad ties and take a look at the weeds. She then said that, if there are <br />weeds, a letter should be sent to the homeowner association asking that they be cut down. <br />She also requested that whomever has something located in the drainage easement <br />receive a letter asking that it be moved. <br /> <br />Mr. Peterson indicated the property owners could put drain tile from your property and <br />run it down to the pond which would help. <br /> <br />Mr. Pangell indicated that their biggest problem is there is an association that represents a <br />string of property and they are not sure how to contact them. <br /> <br />Council Member Broussard Vickers suggested asking one of the homeowners for the <br />name and telephone number of the president of the association. <br /> <br />Council Member Nelson recommended contacting Ms. Moore-Sykes to help provide <br />information on the president of the townhome association. <br /> <br />Mr. Pangell thanked Council for the assistance and asked for assistance with the <br />enforcement of the blockage issue. <br /> <br />7. Proposed Ordinance #13 - Liquor <br /> <br />Council Member Nelson indicated that a whole section on Page 2 of 18 under restaurant <br />was deleted. She also indicated that the word "not" was deleted and "as long as currently <br />licensed as such by Anoka County" was added. <br /> <br />Council Member Broussard Vickers explained that the reason the word "not" was taken <br />out was for people who serve frozen pizzas. She then clarifIed that taking the word "not" <br />out made them a restaurant because they are licensed by Anoka County. <br /> <br />Council agreed that the language was fine.
