.

I WHA T IS THE BACKGROUND AND WHO IS INVOL VED IN THE PROJECT? I

./ Washington County, Anoka County, Lino Lakes And Hugo identified the need for
improvements on CSAH 8/14 between 1-35 and TH 61.

./ Federal was funding received for the year 2004.

./ The CSAH 8/14 project management team is made up of representatives of both
counties and both cities. The objective of the team is to approach the project with no
predetermined outcomes, keep everyone informed, and obtain input from any concerned
citizens, groups, and agencies to help in the decision process.

WHY IS THIS PROJECT NEEDED?

I

Traffic ODerations

./ This roadway is classified as a Minor Arterial. Its primary function is to provide regional
mobility. Development in the surrounding communities is placing a higher on the regional
road system. Through traffic from Forest Lake, New Scandia Township, May Township,
and western Wisconsin use CSAH 8/14 for access to the interstate system.

./ Traffic volumes on CSAH 8/14 more than doubled on segments of the road since 1992
and are projected to increase again by 2 to 3 times within the next 20 years.
Engineering studies show that 2-lane roadways begin to experience unacceptable
operations at 10,000 to 12,000 vehicles per day in developing areas, depending on
access conditions.

. Existing traffic volumes - 11,000 to 16,400 ADT
. 20 Year Projected Traffic Volume - 22,000 to 32,000 ADT

./ People living adjacent to the roadway in Hugo and Lino Lakes have reported that
problems such as passing on the shoulder, cars traveling over the speed limit, people
having difficulty getting onto the main road from City streets and driveway are there and
are continuing to increase.

Roadwav Condition

./ Bituminous roadways are designed for a service life of 35 years. This roadway was
constructed 35 years ago and received an overlay 7-10 years ago. It is reaching the end
of its useful life.

Pedestrian Safety

./ There are no bicycle or pedestrian paths along the roadway except the sidewalks in front
of the residential properties near TH 61. People are unable to use the road for walking or
biking.
