<br />WHA T IS THE BACKGROUND AND WHO IS INVOL VED IN THE PROJECT? I <br /> <br />./ Washington County, Anoka County, Lino Lakes And Hugo identified the need for <br />improvements on CSAH 8/14 between 1-35 and TH 61. <br /> <br />./ Federal was funding received for the year 2004. <br /> <br />./ The CSAH 8/14 project management team is made up of representatives of both <br />counties and both cities. The objective of the team is to approach the project with no <br />predetermined outcomes, keep everyone informed, and obtain input from any concerned <br />citizens, groups, and agencies to help in the decision process. <br /> <br />WHY IS THIS PROJECT NEEDED? <br /> <br />I <br /> <br />Traffic Operations <br /> <br />./ This roadway is classified as a Minor Arterial. Its primary function is to distribute traffic <br />from local collectors to the interstate system and provide regional mobility. Development <br />in the surrounding communities is placing a higher need on the regional road system. <br />Through traffic from Forest Lake, New Scandia Township, May Township, and western <br />Wisconsin also use CSAH 8/14 for access to the interstate system.- :r;,c,,,,,, Sz.d -tv"'" r:-k~ Vc' ~ll" <br /> <br />./ Traffic volumes on CSAH 8/14 more than doubled on segments of the road since 1992 <br />and are projected to increase again by 2 to 3 times within the next 20 years. <br />Engineering studies show that 2-lane roadways begin to experience unacceptable <br />operations at 10,000 to 12,000 vehicles per day in developing areas, depending on <br />access conditions. <br /> <br />. Existing Traffic Volume - 11,000 to 16,400 Average Daily Traffic (ADT) <br />. 20 Year Projected Traffic Volume - approximately 32,000 ADT <br /> <br />./ People living adjacent to the roadway in Hugo and Lino Lakes have reported that <br />problems such as passing on the shoulder, cars traveling over the speed limit, people <br />having difficulty getting onto the main road from City streets and driveway are there and <br />are continuing to increase. This roadway was <br />constructed 35 years ago and received an overlay 7-10 years ago. It is reaching the end <br />of its useful life. <br /> <br />Pedestrian Safety <br /> <br />./ There are no bicycle or pedestrian paths along the roadway except the sidewalks in front <br />of the residential properties near TH 61. People are unable to use the road for walking or <br />biking. <br />
