While <br />there are mandatory criteria, businesses chose elective criteria as long as they <br />meet the minimum required points for participation. The agreement is then <br />signed by the licensee and key managers or operators of the establishment and <br />the Police Chief, City Administrator, and Mayor. By establishing this program, <br />the goal of the City of Centerville is: No Alcohol Sales to Minors. The City also <br />wishes to enter into proactive practices in alignment with the Community Policing <br />Philosophy to prevent and solve enforcement issues. <br /> <br />There are (4) four required criteria for participation in the Best Practice Program <br />for establishments: <br /> <br />A. <br /> <br />They must first agree to the annual inspection I background <br />investigation to ensure criteria are being met. <br /> <br />B. <br /> <br />They must commit to a minimum of 75% of their employees <br />trained by the ~meRk The training program <br />options are covered in a later section. The 75% figure <br />allows for the issue of employee turnover, but key personnel <br />must be trained. <br /> <br />ii._..d <br />~\.f' t ',.~'* . <br />, ~ ...."....L-' --~:) ___ <br />t-j.";.....- ,~~'(....fl-'~ <br />- 1/>"-"" \ <br />i <br /> <br />C. <br /> <br />The establishment must have a program in place for on- <br />going training of new and current employees. <br /> <br />D. <br /> <br />A yearly meeting with managers gives the police department <br />the opportunity to sit down with the on-site managers to go <br />over any problems, concerns, or issues on either side for a <br />better working relationship. If in the opinion of the Chief of <br />Police or City Administrator a licensee is not acting in good <br />faith, the licensee will not be allowed to participate in the <br />Best Practices Program. <br /> <br />There are several elective criteria in the program: <br /> <br />· The establishment has a policy in place requiring <br />identification checks on all customers who do not appear to <br />be at least 40 years of age on all alcohol purchases. <br />· The establishment has a reward program in place for <br />employees who find underage people attempting to <br />purchase and turn them into the police. <br />· The establishment has an automated ID card scanner <br />system in place. <br />
