<br />. The establishment has an internal compliance check <br />program in place which has been approved by the police <br />department. These programs usually involve using <br />individuals who are old enough to purchase but do not <br />appear so, to see if they are checked for identification. <br />. Pre-agreement to meet immediately on compliance check <br />violations. The police department waits for the criminal court <br />process on the clerks who are charged to be completed <br />before handling the administrative fine process with the <br />business. In this option, the licensee agrees to meet on the <br />administrative process without waiting for the criminal court <br />process to be completed which speeds up the process as <br />often the court process can take several months. <br />. Pre-agreement to work on secondary sales. This is an <br />enforcement project to work with police on individuals old <br />enough to purchase themselves who purchase for others <br />who are underage. <br /> <br />Compliance Checks <br /> <br />The Police Department may conduct two compliance checks each year for the <br />Best Practices Program participants. A third compliance check is authorized for <br />any establishment that has failed a compliance check. <br /> <br />The Police Department is authorized to conduct frequent compliance checks at <br />establishments not participating in the Best Practices Program. <br /> <br />The City will allow any independent apprehension of a minor attempting to <br />purchase that leads to charges to count as a pass for one of their two compliance <br />checks for that year. <br /> <br />Recognition and Community Education <br /> <br />Recognition and community education are critical components of this project. <br />Everyone can take pride in prevention of underage consumption. This ordinance <br />establishes a recognition program at City expense to include: <br /> <br />· Letters of Recognition to individual employees by officers at <br />the time of the passed compliance check with a Letter of <br />Thanks to the licensed establishment. <br />· Each establishment that passes both compliance checks <br />within a year will be given a framed certificate recognizing <br />their achievement. <br />· Annually, those establishments passing both compliance <br />checks will be recognized in the Quad Press and Hugonian <br />with a letter of thanks from the Council for the <br />
