<br />" <br /> <br /> <br />City of CentervilIe <br />City Council Meeting <br />August 14, 2002 <br /> <br />To: <br /> <br />Ms, Kim Moore-Sykes <br />Honorable Mayor and Members of the City Council <br /> <br />From: <br /> <br />Ellen Paulseth, Finance Director <br /> <br />Re: <br /> <br />Commercial Developments Inquiry <br /> <br />At the request of the council, I have reviewed the developer's agreements for recent <br />commercial developments in an attempt to ascertain whether or not the developer owes <br />the city money. It appears that engineering fees have accrued for the developments stated <br />below as follows: <br /> <br />Apple Tree Square $2,110 <br /> <br />Uptown Center <br /> <br />$1,765 <br /> <br />The developer's agreement clearly states that the developer agrees to fully reimburse the <br />city for all costs incurred by the city relating to the development. <br /> <br />It should be noted that other projects mentioned by the council (i.e., Goetz Landscaping, <br />County Bank, etc.) were not governed by a developer's agreement, as such. The city <br />subdivision ordinance dictates if and when a developer's agreement is required. In these <br />cases, the property was already developed (platted). While the city did incur minimal <br />engineering costs on these projects, most were related to the application of a special use <br />or zoning permit. There was no agreement between the developer and the city regarding <br />those costs. I expect that this issue is contemplated when council sets zoning fees and <br />charges for the year. <br />
