<br />City of Centerville <br />November 13,2002 <br />Council Meeting Minutes <br /> <br />Ms. Karen Marty, the attorney for Ground Development addressed Council and indicated <br />that Ground Development was not notified within 10 days of the meeting and has <br />difficulty understanding the numbers. She then indicated that they met with <br />representatives of the City today and would like the hearing continued to allow time for <br />the City to provide further information. <br /> <br />Council Member Broussard Vickers asked when the first payment is due. Ms. Paulseth <br />indicated that the City is attempting to have the amounts certified to the County by <br />November 15,2002 which is the statutory deadline but Staff received permission to send <br />it in up to a month later. <br /> <br />Council Member Broussard Vickers asked if the City would lose interest by delaying <br />interest. Ms. Paulseth indicated the City would lose no money by doing this. <br /> <br />Mayor Swedberg asked what the question was. Ms. Marty indicated that they are <br />concerned with the bills for round figures and would like detail as to the actual invoices. <br /> <br />Council Member Broussard Vickers pointed out that Ground Development has waived all <br />rights to object to any amount less than $1.82 million. City Attorney Hoeft indicated that <br />was correct. <br /> <br />Ms. Marty indicated Ground Development has waived the objection to $1.8 for three <br />phases but they may need to file a contingent objection if the three phases come in over <br />that amount. <br /> <br />City Attorney Hoeft clarified that the number included all three phases but said he <br />disagreed with Council and said that what they could object to is an assessment over and <br />above the $1.8 million and mayor may not be successful. He then said that an objection <br />has no relevance with the Phase I assessments. <br /> <br />Ms. Moore-Sykes indicated that Ms. Paulseth is working on providing the numbers with <br />Mr. Peterson. Ms. Paulseth indicated that the discussion is over approximately $3,000 at <br />this point. <br /> <br />Motion by Mayor Swedbere:. seconded by Council Member Nelson to approve <br />Resolution 02-057. a Resolution Adoptine the Assessment Roll for Pheasant Marsh, <br />Phase I. <br /> <br />Council Member Travis said he feels they have a right to find out what they are being <br />billed for. <br /> <br />Council Member Broussard Vickers indicated she would be fine with continuing it for <br />two weeks ifit did not cost the City any money. <br /> <br />Page 17 of29 <br />
