<br />City of Centerville <br />October 23, 2002 <br />Council Meeting Minutes <br /> <br />Motion by Council Member Nelson to table approval of Resolution 02-045. The <br />motion failed for lack of a second. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Capra to approve Resolution 02-045. <br /> <br />Ms. Paulseth explained that in order to continue the process the City needed to offer <br />deferred compensation in a cafeteria plan and that requires cash back or the deferred <br />compensation. <br /> <br />Council Member Nelson commented that, if the Resolution is approved, there is no sense <br />in meeting with a benefits person. <br /> <br />Mayor Swedberg asked for a recommendation for setting single and married coverage. <br /> <br />Ms. Paulseth indicated that if the City were setting up the system in the beginning the <br />beginning amounts would be a little under $300.00 but the City is dealing with a matter <br />of past practice. <br /> <br />City Attorney Hoeft indicated that approval of the Resolution allows Staff to rectify an <br />illegal procedure. He then said that, if the City wishes, the City could revisit the actual <br />benefit being provided. <br /> <br />Council Member Broussard Vickers called the question. <br /> <br />VOTE: Ayes - 3. Nays - 2 (Nelson/Swedben!). The Question was called. <br /> <br />VOTE: Ayes - 3. Navs - 2(Nelson/Swedberl!). Motion carried. <br /> <br />Ms. Pau1seth indicated that there would be a benefit expert available to answer questions <br />on November 12,2002. <br /> <br />Council Member Nelson said her understanding of the motion that passed is that the City <br />wants to meet with an HR person and have them review the policy and talk with Council. <br />City Attorney Hoeft indicated that an HR attorney would review the policy regardless of <br />whether a work session was scheduled. <br /> <br />Council Member Broussard Vickers said she did not feel that it is necessary to have three <br />outgoing Council members sit at a work session to be educated on an issue that will be <br />ongoing and ultimately be decided by the incoming new Council. She then said she <br />would like the HR attorney to review the policy and provide comments to Council. <br /> <br />Council Member Nelson said she wants the HR attorney to meet with Council to discuss <br />Issues. <br /> <br />Page 11 of 15 <br />
