<br />No City employee who has custody of or access to any personnel files or other <br />information which may be considered confidential by Minnesota law shall use or <br />release such information without proper authority. <br /> <br />23.7 Political Activities <br /> <br />Political activities which are not in violation of state and federal laws are generally <br />permitted. The following political activities that are prohibited for City employees: <br /> <br />1. City employees may not use any official authority or <br />influence for the purpose of affecting the result of an <br />election nor may funds be solicited or contributions <br />received from other employees for political <br />purposes. <br /> <br />2. No campaign materials, pamphlets of buttons may <br />be displayed on City vehicles, City property or by an <br />individual on the work site. <br /> <br />23.8 Advisory Opinions <br /> <br />'. <br /> <br />Where City employee has a doubt as to the applicability of any provision of this <br />ordinance to a particular situation, or as to the definition of terms used herein, <br />that person may apply to the City Attorney for any advisory opinion. <br /> <br />In any matter where a City employee has sought an advisory opinion from the <br />City Attorney and City employee is subsequently prosecuted for a violation of this <br />ordinance for an action which conformed to the City Attorney's opinion, the case <br />shall be referred to the Anoka County Attorney's office. <br /> <br />23.9 Penalties <br /> <br />Any City employee who is convicted in a court of law of willfully violating <br />provisions of this ordinance shall be guilty of a misdemeanor, punishable <br />according to the Minnesota and be subject to disciplinary proceedings before the <br />City Council which may result in that employee'sJerrnination of employment. <br /> <br />24 APPEARANCE AND ATTIRE POLICY <br /> <br />The attire and the appearance of City employees have a direct reflection on the <br />professionalism in the delivery of City services. City employees are required to <br />meet the general public on a daily basis as part of their regular work assignment <br /> <br />35 <br />
