Ms. Moore-Sykes indicated that all City requirements had been met. <br /> <br />Council Member Travis asked whether the new parking lot would be blacktop. Mr. <br />Rosenthal indicated the parking lot would be paved in accordance with the City's <br />ordinance. <br /> <br />Council Member Nelson commented that it would be nice if the Planning commission <br />would get into the habit of providing an explanation with its recommendations. <br /> <br />Motion bv Conncil Member Travis, seconded bv Council Member Nelson to <br />approve the site plans continl!ent upon enl!ineerinl! and buildinl! official review. All <br />in favor. Motion carried unanimouslv. <br /> <br />2. Mr. Noo Yang, Requesting Amendment to Ordinance #4 Allowing "Slaughter <br />Shop" <br /> <br />Mr. Noo Yang addressed Council and explained that he is in the process of seeking <br />approvals to operate a slaughter shop to service the Asian community in the Twin Cities. <br /> <br />Council Member Capra commented that there were federal and state statutes that regulate <br />this type of practice and asked whether Mr. Vang was currently licensed to operate in <br />another community. Mr. Yang indicated he is not currently licensed but intends to <br />comply with all U.S.D.A. and state requirements. <br /> <br />Council Member Nelson asked approximately how many employees Mr. Yang would <br />have. Mr. Vang indicated he would employ approximately 15 people. <br /> <br />City Attorney Hoeft indicated that Council did not need to worry about health licenses <br />and should concern itself with the zoning issues. He then suggested that Council <br />consider determining what zoning would be appropriate for this type of use and allowing <br />the use by conditional use permit. <br /> <br />Mayor Swedberg indicated he was concerned with the location of this type of facility and <br />would like to ensure that it would not be located next to any residential uses. He then <br />said he would prefer that this type of operation be located in an industrial area. <br /> <br />City Attorney Hoeft indicated the City could not preclude this type of activity but does <br />have the right to determine where this type of use can be located. <br /> <br />Council Member Travis commented that the map indicates the proposed parcel is zoned <br />I-I. Ms. Moore-Sykes agreed the parcel appears to be zoned industrial. <br /> <br />City Attorney Hoeft suggested the matter be referred to the Planning and Zoning <br />Commission for consideration and recommendation of the best zoning location for this <br />type of activity before having Council approve the use based on a conditional use permit. <br /> <br />Page 2 of 10 <br />
