Motion carried unanimouslv. <br /> <br />Mayor Swedberg closed the public hearing at 7:15 p.m. <br /> <br />Motion bv Council Member Capra, seconded by Council Member Nelson to <br />approve Ordinance #74 with the understandine: that tbe rie:ht-of-way fees and <br />cbare:es are to be reviewed when the City sets the fees for the first of the year. All in <br />favor. Motion carried unanimouslv. <br /> <br />V. COUNCIL BUSINESS <br /> <br />1. Quebec Street Drainage Issues <br /> <br />This item was held for discussion at the next Council meeting. <br /> <br />2. Cable Commission Proposed New Building <br /> <br />Council Member Capra indicated the Cable Commission is seeking consensus of Council <br />to bring a resolution amending the joint powers agreement to allow the Commission to <br />own property as part of the proposal to build a new facility. She then indicated that now <br />is the time to construct the building as bonding rate are good and the Commission <br />receives PEG fees from AT&T Broadband and that will stop at the end of this franchise. <br />She further commented that the proposal is to construct the building off of 242IMain <br />Street in an attempt to be more centrally located. <br /> <br />There was Council consensus to bring the resolution for Council consideration. <br /> <br />3. Proposed Historical Downtown District <br /> <br />Council Member Capra indicated she met with Bonnie McDonald from Anoka County <br />Historical Society and they took photos within the route of the proposed district. She <br />then indicated that the meeting was advertised in the Week in Review and the Quad Press <br />for December 11, 2002. <br /> <br />Council Member Nelson asked if this were to take place whether it would stop the <br />County from making 14 into a four-lane highway. Council Member Capra indicated she <br />was not certain but said the City is looking to preserve some of the historic buildings and <br />the road project is 80% funded by federal funds and that would mean that a study would <br />be required to determine the historic significance of the buildings in the path of the <br />roadway. <br /> <br />Council Member Capra indicated it would require 51 % of the property owners to be <br />opposed to the historic district in order to stop the process. <br /> <br />Page 5 oflO <br /> <br />l_____________ _ _ _ _ <br />
