City of Centerville
November 27, 2002
Council Meeting Minutes

Council Member Capra commented that Lino Lakes does not charge an RED fee which is
a $2,000 charged separately. Ms. Moore-Sykes clarified that Lino Lakes also charges a
fee for future sea1coating and other items.

Mayor Swedberg commented that he does not feel that charging 25% over the DBC
schedule is supportable and he would like some statistical analysis of the fees.

Ms. Moore-Sykes indicated she was not sure statistical information existed but said Staff
would continue to research the matter.

Council Member Travis indicated that the reason the City is looking into this issue is
there may be a challenge in the future and, if the fees are supportable, then the issue is
over.

Council Member Capra indicated the City lowered permit because the fees for finishing a
lower level were $200 to $300 and people were not pulling permits so the City lowered
the fee to $50.00.

Mayor Swedberg said he thinks these fees are excessive and he could see lowering them
by a couple of thousand dollars. He then said that fees are a taxation on people and
someone moving to a new home pays for those fees through the price of the home. He
further commented the City should be charging what is appropriate for the administration
required but should not be out of line with surrounding communities.

City Attorney Hoeft suggested Staff provide further information to ensure that the
comparison is apples to apples before making any decisions.

Mayor Swedberg encouraged Council to review this information in January. He then
asked staff to provide the information to new Council to review the 25% surcharge over
the UBC schedule and to look at the furnace, air and water heater permit to bring it more
in line with the surrounding communities.

Council Member Capra indicated there would be a work session scheduled with the new
Council

4. Pending Issues

Council Member Capra indicated there is a contingent ornament if an artisan cannot be
found. She then asked whether the Mayor would be attending the event and he said he
would be.

Council Member Nelson indicated she would like a pending issues list for discussion on
December 9, 2002 so that the items can be posted for the December 19, 2002 to be
completed before the end of the year.

Page 9 of! 0
