The packet sent out indicated approximately 14%, but did not include <br />some of the assessments that are added. <br /> <br />Mayor Swedberg asked if the information was available on the City website. NPDES - General Permit Requirements & Permit Deadline - Mr. Randy Neprash <br />(Bonestroo. Rosene. Anderlik & Assoc.) <br /> <br />Mr. Neprash came before the Council to present information on NPDES - General Permit <br />Requirements and Permit Deadline. Mr. Neprash demonstrated on a map what the census <br />bureau has defined as an urbanized area, indicating Centerville falls well within this area. <br /> <br />Mr. Neprash indicated that NPDES refers to National Pollution Discharge Elimination <br />System. Currently NPDES is in Phase Two. Phase One was directed at larger cities, <br />incorporating only Minneapolis and 8t. Paul. That portion of the program took <br />approximately ten years and involved considerable litigation, both before and after the <br />process. The NPDES requires each city to acquire a permit. The goal of this permit is to <br />restore and maintain the chemical, physical, and biological integrity of waters of the state <br />through management and treatment of urban storm water runoff. Centerville would <br />require an MS4 permit. The deadline for obtaining this permit is March 10, 2003. <br /> <br />Mr. Neprash is recommending that the City reconsider its position on enrolling in the <br />Guide Plan. Approximately 150 cities have already joined, bringing the cost down from <br />the original $5,000.00 per city to the current $3,000.00 per city.
