<br />" <br /> <br />By enrolling in the Guide Plan the City would be provided with assistance in all eight <br />steps necessary to apply for the permit and be in compliance. This includes tools and <br />materials needed to complete the mandated Storm Water Pollution Prevention Program <br />(SWPPP), which must be attached to the application. <br /> <br />Mr. Neprash indicated that no guidance documents have been released. Without <br />enrolling in the Guide Plan Centerville would be pretty much left to their own devices. <br /> <br />Mayor Swedberg asked if the next step after joining the Guide Plan was to hire someone <br />to control the process, which is why the estimate for compliance is $10-15,000. Ms. <br />Moore-Sykes indicated that was correct. <br /> <br />Mr. Neprash stated the average cities have been seeing a cost of $12-16,000 to get <br />through steps 1-8. The broader range involves steps 7 and 8, which include filling in any <br />gaps in the plan and finalizing the permit application and SWPPP. <br /> <br />Mayor Swedberg indicated the League of Minnesota Cities (LMC) is Centerville's <br />engineers. He questioned why the City would need to pay additional money for this <br />information, rather than have it provided by LMC. Mr. Neprash indicated that every <br />page of the Guide Plan is copy written. If the City chooses not to participate, LMC <br />would have to provide alternate but similar tools and materials. <br /> <br />Motion bv Council Member Broussard Vickers, seconded bv Conncil Member <br />Capra to participate in the Guide Plan. All in favor. Motion carried unanimouslv. <br /> <br />6. Mr. Gerald Rehbein - Carpenter Condemnation <br /> <br />Mr. Gerald Rehbein appeared before the Council concerning a section ofland involved in <br />condemnation for sewer improvements. Mr. Rehbein has attempted to acquire the land <br />from the current owner, however the amount of money being requested is unreasonable. <br /> <br />Mayor Swedberg indicated the Council had pulled back from this project because the <br />engineering fees "'...~ tuu h;gh~ He asked if the Council wanted to reconsider at this <br />time. ~ I-t:Ir h-c---... f'd <br /> <br />Council Member Travis asked what the purpose of revisiting would be. Mayor Swedberg <br />explained it was difficult for the City to become a middleman in these types of situations. <br /> <br />Mr. Rehbein asked that the Council revisit this issue.
