Motion carried unanimously. <br /> <br />Mayor Swedberg closed the public hearing at 7: 17 p.m. <br /> <br />Motion by Council Member Nelson. seconded <br />approve Resolution #02-060. continl!ent on <br />Transportation sil!nal!e beinl! installed at location. <br /> <br />by Council Member Capra to <br />appropriate Department of <br /> <br />Council Member Travis asked that the Council keep in mind that Parks and Recreation <br />Committee and Plauning and Zoning Committee turned this down. <br /> <br />VOTE: Aye: Mavor Swedbefl!. Council Members Nelson and Capra; Nay: Council <br />Members Travis and Broussard Vickers. Motion carried. <br /> <br />2. Mr. & Mrs. John Buckbee m. 7381 Peltier Circle - Preliminary Plat <br /> <br />Mr. Dave Gonyea, MFRA Developers presented a drawing of the Preliminary Plat <br />design, which demonstrates the proposed layout of the development. <br /> <br />Mayor Swedberg opened the public hearing at 7:20 p.m. <br /> <br />Mr. Gonyea indicated the changes made, with Lot 1 and 10 becoming single-family <br />homes. This layout would provide 9 new single-family homes, 16 twin homes and I <br />existing single family home for a total of26 lots. This number has been reduced from the <br />last drawing. Also, additional engineering specifications have been added, and Ryan <br />Bluhm, engineer for the development is in attendance to answer any questions. <br /> <br />Council Member Capra indicated the request is for a PUD, however the plat layout does <br />not show the 20 percent green space required. Mr. Gonyea stated they are seeking a <br />preliminary plat approval without a PUD. <br /> <br />Council Member Capra stated that the setbacks do not conform for plat approval. City <br />Attorney Hoeft indicated if not presented as a PUD, layout must meet lot line <br />requirements. Mr. Gonyea indicated that R-2 zoning states you may have twin homes. <br />Ms. Moore-Sykes stated the requirements for R-2 zoning is 15,000 square feet of <br />property and a minimum ISO-foot lot width. In this case they are looking at twin homes <br />as a whole and considering the lot as the property surrounding and under both homes. <br /> <br />The Council discussed the ordinance governing R-2 zoning. It was determined that under <br />the ordinance single-family detached and single-family attached homes were allowable. <br />Single-family attached housing is defined as I or 2 homes with a common wall, which <br />pertains to the proposed twin homes. <br /> <br />Mayor Swedberg stated he would vote in favor of approval if the plat drawing was for all <br />single-family homes.
