He would want to be sure houses are high enough that <br />they do not flood when the creek rises. <br /> <br />Ryan Bluhm, engineer for the development, stated the elevation was 902 to 905 feet, 10- <br />15 feet above the flood line. The dashed line indicated on the drawing represents the <br />100- foot setback required by the Rice Creek Watershed. <br /> <br />Mayor Swedberg referred to the lowest part on the southwest side of property, asking Mr. <br />Bluhm if he thought they would get water in that area. Mr. Bluhm indicated the highest <br />recorded water line is 886.63 feet. The rear elevation is 3 feet above that measurement <br />and the basement is 4 feet above the pond line requirement. <br /> <br />Mayor Swedberg reiterated that he was concerned about water in Lot 1 and was also <br />concerned about the construction of twin homes. He feels twin homes are not compatible <br />with the rest of the area. The Council has tried to mitigate the construction of twin homes <br />and town homes in other parts ofthe City and feels they should do the same here. <br /> <br />Council Member Broussard Vickers stated that it appears everything is within the <br />ordinance',based on the plat drawing. Questioned whether the Council had the authority <br />to deny the request. City Attorney Hoeft stated the Council would need to look at <br />rezomng. <br /> <br />Mr. Gonyea indicated the twin homes proposed would be two-story slab on grade, which <br />is very easy to market. This was desigued to eliminate basements to address the water <br />issues. A single-family home without a basement is not easy to market. <br /> <br />Council Member Broussard stated that elsewhere in the City where there are twin homes <br />they are surrounded by single-family homes. She appreciates the developer separating in <br />this case. She feels this is a permitted use, assuming no other variances are needed, and <br />the developer has met the requirements of the zoning. <br /> <br />Mayor Swedberg also expressed his appreciation for the segregation of the twin homes. <br /> <br />Council Member Capra addressed the back setbacks, indicating they were close to the lot <br />lines. She questioned whether decks could be built without impeding on setbacks. Mr. <br />Gonyea indicated he intends to comply with all ordinances. <br /> <br />Council Member Capra asked why they were requesting POO rather than just preliminary <br />plat approval. Mr. Gonyea indicated there had been some confusion with the Planning <br />and Zoning Commission about the ordinances and they wanted to cover all the bases. <br /> <br />Mr. Bill Svetin, 1687 Peltier Lake Drive, a resident from across the street ofthe proposed <br />development, expressed concern about two-story housing being built in that area. He <br />indicated it would ruin the look of the neighborhood, which currently is comprised of <br />single-family one-story or split-level housing.
