<br />Council Member Nelson stated she agrees with Mr. LeBlanc concerning the receipt of. <br />land in this situation. She feels money comes and goes, but land stays. She believes even <br />if the land can not be developed at this time, it needs to be received. <br /> <br />Council Member Broussard Vickers reminded Council that the Parks and Recreation <br />Committee recommended not taking land. The vote was close, but the decision was to <br />take money. <br /> <br />Mayor Swedberg asked if the City Attorney would speak concerning an ontside <br />discussion with developer. <br /> <br />City Attorney Hoeft indicated he spoke with Mr. Gonyea regarding the plat. It was <br />agreed that Mr. Gonyea should remove the lot lines on the twin homes. Under the <br />ordinance, the development would be able to be used for single family or twin homes. <br />He asked that the Council keep in mind that where the houses are showing on the plat is <br />not necessarily where the home will be located. The Council is only approving the lot <br />lines and the layout of the development. Even in areas showing single-family homes <br />now, twin homes could be built there after plat approval under R-2 zoning. The size of <br />the lot and ordinance dictates what could be built there, providing setbacks are met. <br /> <br />i~ r <br /> <br />Mayor Swedberg asked for clarification that houses could be built anywhere on property, <br />providing setbacks were met. City Attorney Hoeft indicated this was correct. Mayor <br />Swedberg asked if it was the choice of the City to accept land or money, regardless of the <br />Parks and Recreation Committee recommendation. City Attorney Hoeft indicated <br />affirmatively. <br /> <br />Council Member Nelson questioned if the discussion on land versus money needed to be <br />held at this meeting. City Attorney Hoeft affirmed it did, unless the Council was taking <br />the Parks and Recreation recommendation. <br /> <br />Mr. Gonyea stated the plat drawing had been changed to meet the City's engineering <br />requirements. He expressed that the intent of the drawing was to show which lots would <br />be used for single-family residences and which would be twin homes. Although the R-2 <br />zoning does not mandate it, they would be willing to write into the Developer's <br />Agreement what type of housing each lot will have. <br /> <br />Council Member Capra asked for clarification on how the amount of park money is <br />determined. Ms. Moore-Sykes stated it is $2,000 per unit, or $50,000 in this case. <br />Sidewalk cost would be in addition. <br /> <br />Mrs. Sanna Buckbee stated to the Council that four other developments have been <br />approved without donation of land in Centerville. She has personally driven and <br />determined there are three parks within six-tenths of a mile from the property. In the <br />previous four cases, the Council has followed the Parks and Recreation Committee's <br />decision.
