<br />,., <br /> <br />'. <br />ORD INAi>tCE:lll <br /> <br />AN ORDINANCE DEFINING GARBAGE, RUBBISH AND WASTE MATTER AND <br />fROVIDING FOR AND REGULATING THE KEEPING, GATHERING, RECEIVING, <br />DISPOSING AND DESTROYING THEREOF: MAKING IT UNLAWFUL TO SPILL <br />GARBAGE, RUBBISH OR WATER MATTER OF ANY KIND UPON THE PUBLIC WAYS <br />OF THE VILLAGE OF CENTERVILLE: PROVIDING FOR THE M~NICIPAL <br />COLLECTION OF GARBAGE BY CONTRACT, PROVIDING FOR THE <br />ESTABLISHMENT OF FEES TO BE CHARGED FOR GARBAGE COLLECTIONS: <br />PROVIDING A PENALTY FOR VIOLATION OF THE PROVISIONS OF THIS <br />ORDINANCE: AND REPEALING INCONSISTENT ORDINANCES. <br /> <br />THE CITY COUNCIL OF THE CITY OF CENTERVILLE DO ORDAIN: <br /> <br />SECTION 1. DEFINITIONS. <br /> <br />(a) Garbage as used in this ordinance, applies to both <br />residences and businesses and commercial enterprises, and shall <br />consist of organic refuse resulting from the preparation of food <br />and decayed and spoiled food from any source, dead animals of not <br />more than 10 pounds weight each, and glass and tin cans in which <br />foods are customarily purchased. <br /> <br />(b) Rubbish, as the word is used in this ordinance, <br />consists of wood, leaves, chips, shavings, printed matter, paper, <br />paste board, grass, rags, straw, discarded wearing apparel, and <br />all other combustible matter not included in this ordinance under <br />the term garbage. <br /> <br />(~) <br />consists <br />plaster, <br /> <br />Waste matter, as the words are used in this ordinance, <br />of natural soil, earth, sand, clay, gravel, loam, brick, <br />ashes; and all noncombultible matter. <br /> <br />(d) Farm, as the word is used in this <br />consist of any tract of land five (5) acres or <br />used for agricultural purposes. <br /> <br />ordinance, shall <br />greater in area <br /> <br />SECTION 2. CARE OF GARBAGE. <br /> <br />It shall be the duty of every tenant, lessee, or occupant of <br />every"private dwelling house, or commercial enterprise, and the <br />owner of every furnished flat or apartment house, or business <br />building, except upon a farm, to provide, without expense to the <br />City of Centerville, and at all times to keep upon the lot upon <br />which such building is located, suitable and sufficient cans or <br />receptacles with suitable handles and having a tight fitting <br />cover for receiving and holding without leakage or escape of <br />odors, all the garbage which would ordinarily accumulate on said <br />premises in one week's time.
