No <br />rubbish or waste matter shall be placed in said garbage cans or <br />receptacle. No garbage can or receptacle shall be placed in any <br />public place. It shall be unlawful to keep, place or deposit <br />garbage on any private grounds or premises except in cans or <br />receptacles as designated by this ordinance. The City Council may contract with said licensee <br />for the collection of garbage in the City of Centerville on such <br />terms<and for such periods as the Council may from time to time <br />determine. It shall be unlawful for any other person or persons <br />to move or carry away any garba~e, except from his own premises, <br />except by special permission of the City Council. <br /> <br />SECTION 4. <br /> <br />The independent contractor shall furnish his own equipment <br />and labor for the collection of garbage. The independent <br />contractor shall collect garbage within the City of Centerville <br />and no other person shall make a business of or collect any place <br />within the City of Centerville. The garbage so collected by such <br />independent contractor shall be disposed of by said contractor in <br />a sanitJry manner. The independent contractor shall furnish a <br />performance bond in. the amount of $1,000.00, conditioned upon the <br />satisfactory performance of his contract.
