Memorandum

To: Dallas Larson, Administrator
and Planning and Zoning
Commission

Project: Centerville 2030
Comprehensive Plan

Date: May 28, 2009

From: Tina Goodroad, Project
Manager

Client: City of Centerville

Re: Metropolitan Council Approval

File No: 616-07157

The Metropolitan Council approved the City of CentelVille 2030 Comprehensive Plan
earlier this month. The plan is now ready for final adoption by the City. On July ]'h a
public hearing will be held to review and make recommendation for final approval to
the City Council.

During the approval process by the Metropolitan Council a few minor items were
noted that will be corrected and updated in the final plan. These included:
1) Revise text so that the description of the medium density land use
category states "minimum 5 units/acre density" rather then "average 5
units/acre." This change clarifies how the calculations were actually
completed.
2) Provide the date to the Metropolitan Council of when the Rice Creek
Watershed District approved the 2004 SWMP and the date that the City
adopted the plan. Bonestroo will provide these dates.
3) Participate in Metropolitan Council activities to monitor redevelopment In
development communities. The Metropolitan Council is looking a
developing a tracking system, similar to plat monitoring for developing
communities, to track redevelopment in developed communities. This
system is not yet created so further information will be provided in the
future.
4) Implement the advisory comments in the review record for water supply.
This advisory comment recommends that the "City continue to implement
conselVation programs targeted as reducing residential water use."
5) Approve the City's Tier II Comprehensive Sewer Plan. This pertains to the
City's updated sewer portion that, like the Comprehensive Plan, takes
effect with the City's final adoption. When the Comprehensive Plan goes
to the City Council for final adoption the resolution will include the Tier II
Sewer Plan.

Local governments must formally adopt the Comprehensive Plan within nine month's
after the Metropolitan Council's final action.

Overall the review and approval of the City's Comprehensive Plan update went
extremely well with only these few comments which are not considered substantial.
Bonestroo will make these few changes for the July 7th publiC hearing.
