~ Metropolitan Council
~

May 14,2009

Dallas Larson, City Administrator
City of Centerville
1880 Main Street
Centerville, MN 55038

RE: City of Centerville 2030 Comprehensive Plan
Metropolitan Council Review File No. 20397-1
Metropolitan Council District II, Georgeanne Hilker

Dear Mr. Larson:

The Metropolitan Council completed its review of the City ofCenterville (City) 2030
Comprehensive Plan Update (Update). The Council based its review on the staff's report and
analysis (see attached).

The Council found that the Update meets all Metropolitan Land Planning Act requirements;
conforms to the regional systems plans for transportation, water resources management, and
parks; is consistent with the 2030 Regional Development Framework, and is compatible with the
plans of adjacent jurisdictions. Therefore, the Township may place the Update into effect.

The Council adopted the Advisory Comments and Review Record in the staff report, and
adopted the following actions:

I. Authorize the City of Centerville to put its 2030 Comprehensive Plan Update into effect.
2. Advise the City:
a. To revise the text so that the description of the medium density land use category
states "minimum 5-acre density" rather than "average 5-acre density."
b. To provide the date to the Council of when the Rice Creek Watershed District
approved the 2004 SWMP and the date that the City adopted the plan.
c. Participate in Council activities to monitor redevelopment in developed
communities.
d. Implement the advisory comments in the review record for water supply.
3. Approve the City's Tier II Comprehensive Sewer Plan.

Please consult the attached staff report for important information about next steps that the City
should take. Of particular importance are the Council's actions found on page I, general
Advisory Comments on page 3, and specific comments for technical review areas found in the
body of the report.

www,metrocouncil.org

390 Robert Street North .
