However, Mastercard and Visa a very <br />specific. <br /> <br />MasterCard rules specifically prohibit merchants from adding a fee for <br />acceptance of masterCard Cards. This is considered a surcharge. These <br />rules support universal ac4eptance of all MasterCard cards and ensure our <br />cardholders <br />are not discriminated at the point of sale. However, there are business <br />cases that I(may warrant a service fee for specific <br />payment modes such as Intemet and telephone. As long as the same service <br />fee, (Flat Rate, Percentage Based, Tiered Rate) is applied to each <br />transaction method (credit/debit card, cash or check) made within a <br />specific payment mode (in person, mail, telephone, Internet, etc) the <br />service fee is not considered a surcharge and is acceptable as offsetting <br />the cost of acceptance. <br /> <br />Bottom line for MasterCard is, if a convenience fee is going to be charged, <br />it must be charged to all modes of payment <br />(Credit/Debit Card, Cash or Check) <br /> <br />Visa USA has not, to our knowledge, published any operating regulations <br />relating to the "Convenience Fee" occasionally <br />charged to cardholders on certain PHONE based anomalous transactions. If <br />an acquirer wishes to enter into such a business relationship with a <br />government entity, a business plan must be submitted to Visa and approved <br />for each such relationship. <br /> <br />While no operating regulations have been published for this transaction <br />type, the follOwing can be considered basic requirements: <br />Transaction must be performed via telephone and ARU <br /> <br />1 <br />
