He also stated that he discussed with the attorney the discharge section in relation to some of the dangerous weapons listed and the City Attorney suggested that those items be removed from the list of dangerous weapons. It was the consensus of the commission that Section 5.02, Regulations should read '~o person shall at any time discharge or use in a manner that may cause bodily harm or property damage any firearm or dangerous weapons upon or onto any lands within the City of Centerville except as provided by this Ordinance." Mr. Tedd Peterson, 6933 Pheasant Lane, stated that he felt that the limitation of discharging a bow and arrow to 2.5 acres was too high. He stated that he practices in his back yard with the target towards the house and shoots from approximately 20 yards and with this section he would not be allowed to do that on his property. He also stated that he could see addressing juvenile issues in the ordinance, but not a sweeping ordinance for banning archery on lot sizes less than 2.5 acres. Commission member LaMotte explained that there were problems with minors shooting arrows into people's property without parental supervision. Even after neighbor's would talk to the parents it continued and the property owner's did not have any recourse to deal with this issue. So it was decided that a limit had to be put on the smaller properties. Commission member McLean stated that the commission obtained ordinances from Champlin, Forest Lake, Anoka, Coon Rapids, Circle Pines, and Lino Lakes in the preparation of this ordinance. Council member Broussard Vickers stated that ordinances are to provide regulations for what is best for the community as a whole. Mr. Mike Carter, 6913 Sumac Court, asked what brought up the need for this ordinance and if there are reported incidents reflecting problems with bow and arrows. He expressed that the government is getting too much control on what people can do on their property. Mr. March explained that the ordinance was brought to the attention of the Planning and Zoning Commission and City Council by the police department. The police department's main concern was not the bow and arrows, but weapons, such as BB guns being discharged in the community and no method of confifU'.ating the weapons.
