PUBLIC BEARING(S) <br /> <br />Rezoning Request - Parcel # 23.31.22.41.0007 - 7:00 p.m <br /> <br />Mr. March stated that he received 15-20 calls relating to this issue and the calls were <br />opposing the rezoning to allow apartments. <br /> <br />Commission member LaMotte opened the hearing at 7: 15 p.m. <br /> <br />Mr. Lloyd Drilling presented information related to the proposed rezoning of a parcel <br />located on 20th Avenue from commercial to residential single family, with a special use <br />permit. The information dealt with the placement of two 24-unit apartment complexes on <br />the property, which would need to be rezoned. <br /> <br />Mr. Mike Carter, 6913 Sumac Court, asked what is going to happen when you want to <br />sell the apartments in 3-5 years. <br /> <br />Mr. Drilling stated that this would be a high rent apartment complex and that no subsidies <br />would be used that would require the setting aside of apartments at a reduced rent. <br /> <br />Mr. Bill Krech, partner of Mr. Drilling, explained that the use of Tax Increment Financing <br />would require a certain amount of occupancy towards a certain rental. <br /> <br />Ms. Briggette Thaewald, 6947 Ivy Court, expressed concern on the height of the three- <br />story building. She stated that she has a concern because the elementary school is already <br />full, and they rent from St. Genevieve's because they do not have room at the school. She <br />asked if commercial property would provide a better tax base than the proposed <br />apartments. She feels that owner occupied housing would be better than rental <br />apartments. <br /> <br />Ms. Mary Billingsley, 6923 Sumac Court, stated that she is concerned at what this <br />proposal will do to the property values of surrounding homes. <br /> <br />Commission member DeVme informed the audience of the possible uses that can be <br />allowed on this commercially zoned property. <br /> <br />Council member Broussard Vickers explained the process of approving or disapproving <br />what type of businesses can come into the commercial area. <br /> <br />Mr. Tom Hanson, 1965 Center Street, stated he is concerned about property value.
