<br />7/8/04 <br /> <br />Dear Honorable Mayor Sweeney and Centerville City Council Members; Broussard <br />Vickers, Capra, Lee, and Paar: . <br /> <br />We have lived on 7389 Old Mill Road in Centerville, (Craig Bode and Elizabeth (Betsy) <br />Scheller), since 1995. Due to ajob change we are moving to another State. <br />In the process of selling our home, we had our Well and Septic System inspected by Jack <br />Gill on 6/19/04. The Well and Septic System passed inspection for usage and is properly <br />functioning and is not a danger to the public, however the drain field for the Septic was <br />ruled in noncompliance with 1997 laws for homes that are within 1000 feet from a <br />shoreline. <br /> <br />The 1997 law from the Minnesota Pollution Control Agency (MPCA) requires three feet <br />of vertical separation (i.e. mound system) for home operated septic systems within 1000 <br />feet of a shoreline rather than the drain fields that were commonly installed previous to <br />1997. Homeowners that are more than 1000 ft from the shoreline are required two feet of <br />vertical separation. <br /> <br />Because this new law effect most homes that were built (with a Septic System) before <br />1997, the Anoka County Ordinance allows 24 months for homeowners to correct a <br />vertical separation issue and can and has granted waiver( s) if the homeowner is working <br />with the county to resolve the issue. <br /> <br />We investigated the possibility of connecting to Centerville City's Water and Sewer as it <br />is currently available a block from our home. In that process we spoke with Tom <br />Peterson, City Engineer, who indicated to me that even though we cannot access City <br />Water and Sewer at this time, that Water and Sewer are scheduled for our home area in <br />2008. <br /> <br />We spoke with Spence Pierce, Environmental Service Supervisor of Anoka County and <br />Peter Kluegel, Building Inspector for the City of Lino Lakes both of them informed me <br />they work with homeowners to varying extents to grant waiver or extcnsions especially if <br />Water and Sewer utilities are forthcoming. <br /> <br />The MPCA defers to the City of Centerville, as the Local Governing Unit to grant <br />waivers.
