<br />r <br /> <br /> <br />1880 :Main Street _ Centem[re,:M'N. 55038 <br />(651) 429-3232 _ :Fm:.(651} 429-8629 <br /> <br />August 4, 2004 <br /> <br />Roger and Marl Nelson <br />1846 - 13m Street <br />Centerville, MN 55038 <br /> <br />Dear Ms. Nelson: <br /> <br />Thank you for your letter of July 28, 2004, voicing your concerns and confusion about <br />the 2004 Street and Utility Construction project and how it will impact your <br />property. Hopefully, this letter will allay your concerns and clear up any confusion. <br /> <br />According to the 2004 Residential Street Improvements Feasibility Study that was <br />approved by the City Council in December 2003, page 3, two (2) streets will be milled <br />and overlaid as part of this project: Peterson Trail from Fox Run north to 73,d Street <br />and 73m Street from 20'" Avenue east to Brian Drive (Figure 1). <br /> <br />As the project went forward, the City Engineer determined that the condition of the <br />roadway on 73,d Street from 20'" Avenue to Brian Drive was far worse than <br />anticipated, given the age of the street. Apparently, the base of the roadway has been <br />washed away over time and is not sufficient to support a mill and overlay. Mr. <br />Peterson approached the City Council to ask them what they wanted to do about this <br />situation. The options that he presented included continuing with the mill and <br />overlay, understanding that it would last only the 5 years that this process buys a <br />roadway before it has to be reconstructed; to move up the total reconstruction of 7:3'd <br />Street from 20'" Avenue to Brian Drive to the current year; or do nothing to the <br />roadway at this time and schedule the reconstruction of this roadway in a year or <br />two. <br /> <br />The City Council decided to let the affected residents have an opportunity to voice <br />their opinion and directed Staff to mail out a survey with the options that Mr. <br />Peterson presented to the City Council. To that end, Staff mailed out these questions <br />
