Layoffs may occur even when a position is not <br />eliminated - for example, a temporary lack of funds or disaster that results in the temporary <br />discontinuing of the function. I suggest: <br /> <br />Lay-Off: The separation of an Employee from employment due to elimination of a <br />position: lack of funds or other reason determined by the Citv Council. <br /> <br />I suggest eliminating the Reduction in Work Force definition in that it is defmed and addressed <br />at Section 5.4. <br /> <br />3.4 Classification of Job Duties. Salary Range. I suggest eliminating factor D) in that the cost <br />of living is generally considered in making an overall adjustment (the general increase or <br />'"decrease) to the salary plan rather than the initial assigmnent of the position within the plan. I <br />suggest eliminating factor E) in that fringe benefits would not playa part in the initial assignment <br />of points to a position. Elimination of these factors would also assist the City in maintaining its <br />pay equity obligations of focusing on factors A, B and C. <br /> <br />3.4 Classification of Job Duties. Approval. I suggest allowing the Council discretion to leave <br />the salary range for each classification intact simply by inaction. I suggest that the Council not <br />place any obligation on itself to annually adopt salary ranges for each classification. In many <br />instances, the salary range for each classification will remain the same from year to year. The <br />only action by the City Council in this event is to decide whether to make a general adjustment to <br />the salary table. My suggested language is as follows: <br /> <br />Each fiscal year, the City Council shall review the pay plan and make anv changes it <br />determines are necessary ana aaept SMElf)' meges for eacl1 elassifieation. The City <br />Council may modify salary ranges at any time. The City Council shall adopt hourly rates <br />of pay for all positions not covered by the classification and pay plan. <br /> <br />4.1 Vacancies. General. I suggest clarifying that this only applies to vacancies that the Council <br />determines to fill. My suggested language is as follows: <br /> <br />Vacant positions that the City Council chooses to fill will be filled on the basis of a <br />regular or temporary appointment and may be made on a full-time or part-time basis. <br /> <br />4.8 Union Representation. I suggest adding a clarification that "fair share fees" only apply to <br />non members in bargaining unit positions. My suggested language is as follows: <br /> <br />However, under the Act, the union may require individuals in a represented bargaining <br />unit who are not members of the union to contribute a "fair share fee." <br /> <br />4.9 Probationary Appointments. Termination during Probationary Appointments. I suggest <br />eliminating the third sentence: <br />
