<br />M.. <br />..I'.".../f.fe/"1 <br />;, ~,' i" <br />,.., ' <br />:, T,,'-"~, 0'/ <br /> <br /> <br />TO: Honorable Mayor and Council Members <br /> <br />FROM: Teresa Bender, City Clerk <br /> <br />SUBJECT: 7154 Mill Road - Display of Halloween Decorations (Tombstones) <br /> <br />DATE: October 27,2004 <br /> <br />City staff has received approximately a dozen telephone calls regarding Halloween <br />Decorations in the front yard of 7154 Mill Road, The complaints have been regarding the <br />language used on the same, Reports state that swear words, spelled phonetically and <br />sexual innuendo are contained on the tombstones. <br /> <br />I have spoken with Centennial Lakes Police Officer Mr. Russ Blanc regarding state <br />statute. Officer Blanc stated that he would feel more comfortable upon the City <br />Attorney's advice regarding this issue. I have spoken with Mr. Hoeft regarding this issue <br />who felt that the tombstones were not a violation of any City Ordinance or state statute <br />and had concerns regarding the owner's right to freedom of speech. Mr. Hoeft can <br />elaborate at the meeting regarding this issue. <br /> <br />One resident has stated that he would be happy to approach the individual on a neighbor- <br />to-neighbor basis. Mr. Larry Koch has supplied the City with a letter that is attached for <br />your consideration. <br />
