<br />ORDINANCE NO. 109 <br /> <br />AN ORDINANCE FOR CERTAIN PARKING RESTRICTIONS AND IMPOSING PENALTIES <br /> <br />The City Council of the .City of Stockton ordains as follows: <br /> <br />SECTION 1. <br />(a) <br />person or <br />including <br /> <br />DEFINITIONS. <br />"Vehicle" means any and every device in, upon or <br />property is or may be transported or drawn upon a <br />devices moved by human power. <br /> <br />by which any <br />street or highway <br /> <br />(b) "Street" means the public street, right of way or easements owned, <br />granted or dedicated for public purpose within the City of Stockton. <br /> <br />SECTION 2. PROHIBITED VEHICLES. <br />It shall be unlawful for any person or owner to drive a semi tractor or <br />truck or trailer on any street in the City of Stockton except U.S. Highway <br />#14 or CSAH #23 unless permission is obtained and granted by the City <br />Council. <br /> <br />SECTION 3. PROHIBITED WINTER PARKING. <br />It shall be unlawful for any person or owner to abandon or cause to <br />allow a vehicle to remain, stand or be parked upon any street within the City <br />of Stockton between the hours of one o'clock A.M. and seven olclock A.M. <br />during the months of November, December, January, February, March and April <br />of each year. <br /> <br />SECTION 4. PROHIBITED PARKING. <br />It shall be unlawful for any person or owner to abandon or cause to <br />allow a vehicle to remain standing or to be parked upon any street within the <br />City of Stockton for periods of time exceeding 24 hours during any and all <br />months of the year. <br /> <br />SECTION 5. IMPOUNDMENT. <br />The City may remove or cause to be removed any vehicle from a street to <br />a garage or other place of safety when the vehicle is left unattended and <br />constitutes an obstruction to traffic or hinders snow removal or street <br />improvements or maintenance operations. Such vehicle shall not be released <br />until the fees for towing and storage are paid. <br /> <br />SECTION 6. PRIMA FACIE VIOLATION. <br />The presence of any motor vehicle on any street when standing or <br />parking in violation of this ordinance is prima facie evidence that the <br />registered owner of the vehicle committed or authorized the commission of <br />the violation. <br /> <br />SECTION 7. WEIGHT RESTRICTION ON MILL BRIDGE. <br />No vehicle(s) weighing 10 Ton or more will be allowed to cross the mill <br />bridge. <br /> <br />SECTION 8. HIGHWAY TRAFFIC REGULATION ACT <br />The regulatory provisions of the Minnesota Highway Traffic Regulation <br />Act, Minnesota Statutes, Chapter 169, as amended and in effect on the <br />effective date of this Ordinance, are hereby adopted as a traffic ordinance <br />regulating the use of highways, streets, and alleys within the City of <br />Stockton and are hereby incorporated in and made a part of this Ordinance as <br />completely as if set out here in full. <br /> <br />SECTION 9. VIOLATION <br />Any violation of the statutes adopted by reference in Section 8 is a <br />violation of this Ordinance when it occurs within the City of Stockton. Any <br />
