<br />. Choosing an architect <br />While embroiled in the bonding process, an RFP for architectural services was <br />drawn up, approved and sent out to prospective firms. After reviewing the <br />responses, Rosa Architectural Group, Inc. was selected for the project. Architect <br />Russ Rosa's vision very closely reflected our own and his projected costs were <br />the most realistic for our budget. <br /> <br />. Designing the facility <br />This didn't take long at all. Staff had already spent many a meeting putting their <br />ideas on paper. Turns out, they did a really good job. A Facility Planning <br />Committee was formed to assist in the design process. The group met monthly <br />until the building was designed and ready for approval by the Cable Commission. <br /> <br />. Selecting a contractor <br />Once the design was approved, bid documents were created. The advertisement <br />for bids was published and we set the date of Monday November 16th for the <br />public opening of the bids. We had an excellent response, with eighteen <br />companies bidding. The highest bid was a little over 1.5 million. The lowest was <br />a little over 1.125 million. The construction contract was awarded to Gen^Con <br />Construction at the Commission's November 19th meeting. Unfortunately, actual <br />work on the project had to be postponed till Spring, due to the weather. <br /> <br />Rate Review <br /> <br />Comcast filed two forms, a 1205 and a 1240, indicating to what level they intended to <br />raise rates for basic cable service, installation, and related equipment costs. The <br />Commission was charged with determining whether the proposed rates were justified. <br />After a perfunctory examination by an expert analyst, it was determined that the benefit <br />of performing a full-blown review of the provided data would not be greater than <br />allowing the new rates to be put into place. The Commission passed resolutions stating <br />that they neither approved nor denied the calculated rates, but that they could function as <br />a rate ceiling. <br /> <br />System Upgrade Complete <br /> <br />The past year was a bit trying in the area of customer inquiries. Corneast upgraded <br />their infrastructure to allow for digital programming, high speed internet connections <br />and phone service. During this process the Commission received many calls from <br />people having problems with their reception or wanting to know when and how they <br />could get HSD. Over time the bugs got worked out of the system, HSD became <br />available to all, and the reception issues were resolved. <br /> <br />Over the past couple of years our subscriber numbers have dropped significantly. <br />However, with the upgrade, availability of HSD services, and new construction our <br /> <br />14 <br />
