Because of the amount and pace of residential development, there are
very few parcels that currently conform to those regulations established for R-I.

Due to development, Centerville is becoming less agricultural and more urban in nature.
Four parcels, 7357 - 20th Avenue, 7384 Old Mill Road, 7386 Old Mill Road, and 6756
Centerville Road are designated as R-I, are 10 acres or more in size and agricultural uses
are permitted. Other R-I designated parcels are located on 21" Avenue but these parcels
are less than 10 acres and are considered non-conforming.

Other parcels in Centerville that are 10 acres or more exist in the Industrial zoning district
and if a slaughter house/butcher shop requested to located in this area, the owner would
need to apply for rezoning. This could be considered as 'spot zoning' and the City has a
precedent for denying rezoning requests if spot zoning is the result.

Most of these aforementioned R-I parcels have wetlands or other waterways, making
them environmentally sensitive to any farming or other agricultural uses. Staff
recommends that language be added to Ordinance #4 to protect wetlands that may exist in
any R-I zoning district. Additional examples of this language could include:

1.
