Gambling manager licenses <br /> <br />The Board will not grant a license unless the applying organization has a <br />gambling manager who will be licensed by the Board at the time the <br />organization receives the license. All lawful gambling conducted by a <br />licensed organization must be conducted under the supervision of a licensed <br />gambling manager. The gambling manager is responsible for ensuring the <br />organization conducts lawful gambling in compliance with all applicable <br />laws and administrative rules. The gambling manager is also responsible for <br />all receipts derived from lawful gambling. The fee for a gambling manager <br />license is $200. The license runs concurrent with the organization license <br />unless the gambling manager's license is suspended or revoked. <br /> <br />D. Bingo hall licenses <br /> <br />A bingo hall is a facility that rents space to more than One organization for <br />the purpose of conducting bingo. No person, organization or city may lease a <br />facility to more than one organization to conduct bingo without a valid bingo <br />hall license. An application for a bingo hall license must be on a form <br />prescribed by the Board. Bingo hall licenses are valid for one year. The <br />annual fee for a bingo hall license is $2,500. <br /> <br />The Board must notify the city council of the city in which the bingo hall is <br />located or require the bingo hall to notity the appropriate local government at <br />the time of the application. The Board may not issue or renew a bingo hall <br />license unless the organization submits a resolution from the city council <br />approving the bingo hall license along with its application. The resolution <br />must have been adopted within 90 days of the date of the application for the <br />new or renewed permit. <br /> <br />v. Gambling excluded or <br />exempted from state licensing <br /> <br />The state does not license all types oflawful gambling. State law contains <br />exclusions and exemptions for the conduct of some lawful gambling events. <br />It is important for cities to know which lawful gambling events are excluded <br />or exempted from state licensing requirements because cities may want to <br />regulate these events through local permits. <br /> <br />A. Excluded gambling <br /> <br />Five types of gambling are excluded from state licensing requirements: <br /> <br />(1) Bingo conducted by an organization in conjunction with a county <br />fair, state fair or a civic celebration for less than 12 consecutive days <br />in a year. The organization can make no more than four separate <br />applications for activities applied for and approved per year. <br /> <br />(2) Bingo conducted by an organization that holds four or fewer bingo <br />occasions during a year. <br /> <br />League of Minnesota Cities <br />
