State Regulation <br /> <br />State law creates a Gambling Control Board. The Board has the power to <br />regulate lawful gambling. It issues organization licenses, premises permits, <br />gambling manager licenses, and bingo hall licenses. <br /> <br />A. Organization licenses <br /> <br />Organizations must be licensed by the Board to conduct most types of lawful <br />gambling. The Board issues four classes of organization licenses: <br /> <br />. Class A authorizes all forms of lawful gambling; <br /> <br />. Class B authorizes all forms of lawful gambling except bingo; <br /> <br />. Class C authorizes bingo only, or bingo and pull-tabs if combined gross <br />receipts do not exceed $50,000; and <br /> <br />. Class D authorizes raffles only. <br /> <br />An organization desiring a gambling license must obtain an application from <br />the Board. If the application complies with all legal requirements, the Board <br />will grant the license. Licenses are valid for two years unless suspended or <br />revoked by the Board. There is no fee for an organization license. <br /> <br />B. Premises permits <br /> <br />An organization applying for a gambling license must also apply for a <br />premises permit to conduct lawful gambling at any specific location. The <br />Board will not grant a license to an organization that has not obtained at least <br />one premises permit. Licensed organizations must obtain a separate premises <br />permit for each place where gambling will occur. The classes of premises <br />permits correspond to the types oflawful gambling licenses. Premises permit <br />fees are as follows: Class A, $400; Class B, $250; Class C, $200; and Class <br />D, $150. <br /> <br />The Board must notify the city council of the city in which the organization's <br />premises is located or require the organization to notify the appropriate local <br />government at the time of the application. The Board may not issue or renew <br />a premises permit unless the organization submits a resolution from the city <br />council approving the permit along with its application. The resolution must <br />have been adopted within 90 days of the date of the application for the new <br />or renewed permit. <br /> <br />9 <br />
