<br />Reclassification: Whenever a job has changed sufficiently so that it no longer fits <br />the description, the City Administrator or designee shall make recommendation to <br />the City Council regarding the appropriate action which could involve: reclassifying <br />the job to another existing job class; creating a new job class, updating the job <br />description, restructuring the job to fit an established or proposed class, or other <br />action as deemed appropriate. <br /> <br />4. APPOINTMENTS <br /> <br />4.1 Vacancies <br /> <br />General: Vacant positions will be filled on the basis of a regular or temporary <br />appointment and may be made on a full-time or part-time basis. <br /> <br />Procedure: Vacancies will first be posted internally. If, in the opinion of the City <br />Administrator, it is necessary to recruit externally to attract more qualified <br />candidates, the position will be opened to the general public. <br /> <br />Evaluation Method: Applicant qualifications will be evaluated in one or more of <br />the following ways: a rating of experience and training, a written test, an oral test or <br />interview, a performance or demonstrative test, or other appropriate job-related <br />exam. <br /> <br />4.2 <br /> <br />Job Posting <br /> <br />Internal Posting: Position vacancies for regular full-time and regular part-time <br />positions will be posted on the official City bulletin boards in City Hall and the <br />Public Works building for five (5) working days prior to advertising externally. The <br />posting will specify the title, starting salary or range, the nature of the work to be <br />performed, how to apply, the closing date for receiving applications, and other <br />pertinent information. <br /> <br />4.3 Recruitment and Selection <br /> <br />Recruitment: The City Administrator or designee is responsible to manage the <br />recruitment process to assure compliance with federal and state laws as well as City <br />of Centerville practices. This includes approving all job postings, advertisements, <br />placing of job advertisements, addendums to the application and other recruitment <br />materials. The City Administrator or designee will meet with the appropriate <br />supervisor to determine the best methods for recruiting. All appointments shall be <br />made on the basis of merit and fitness for the position. Merit and fitness may be <br />determined by written, oral and/or other job-relevant examination, as well as by <br />consideration of education, past experience and other job-relevant qualifications. <br /> <br />Announcement: When the City recruits a position externally, the position will be <br />advertised in selected newspapers, periodicals, newsletters and/or through direct <br />mailings at least ten (10) days in advance of the deadline for application. <br /> <br />6 <br />
