It is not clearly
visible and people are going through same.

Mr. Palzer explained that the City may not modify or change signs in the County right-of-
way. Mr. Palzer referenced a letter from Police Chief Heckman and concurred with his
recommendations. Mr. Palzer suggested talking with the County to get flashing lights to
alert people of the intersection.

Mayor Swedberg stated that the City could requested that the County improve the stop
sign or install flashing lights or authorize the City to make the improvements and assume
the expenses associated with same.

Council Member Capra requested that Staff obtain costs for installing flashing red lights
at the intersection. Mayor Swedberg concurred.

Mayor Swedberg suggested sharing the costs of installation and the flashing lights with
the County and School District.

Mr. DeVine suggested the City contact the County to request that the pavement markings
be repainted on the street as they were removed when the pavement was scraped this fall.
Mr. DeVine stated that markings are not visible and felt that it would be helpful if they
were.

Council Member Broussard Vickers suggested requesting that the police department to
conduct a sting operation at the intersection and ticket individuals that do not stop for the
stop sign. Mayor Swedberg stated he was uncomfortable with same, due to the fact that
people simply do not see the sign and the problem needs to be resolved.

Council Member Capra questioned the number of violations for this particular area of
concern and Mayor Swedberg indicated that the information was contained in Council
packets.

Mr. March stated he would like to see an overhead stoplight at the intersection to improve
safety at the intersection and to be used for hanging community banners and holiday
decorations.

Council Member Broussard Vickers asked Staff to ask the County when they intend to
repaint the crosswalks and to request them to do it as soon as possible.

Mayor Swedberg directed Staff to prepare cost estimates to install rumble strips,
rearrange signs, install an overhead stoplight, and to install overhead flashing lights for
Council review and discussion.

VIII.
