<br />is attempting to establish a policy for snow removal and this may become a city <br />responsibility in the downtown area. The City is not talking about removing snow from <br />private sidewalks but along Centerville Road and Main Street the plows are pushing <br />snow onto the sidewalks. Mr. March will present a draft snow removal policy for <br />Council consideration at their next meeting. <br /> <br />Council Member Broussard Vickers questioned whether the City had removed any snow <br />from the area. Mr. March stated that he directed Public Works to push the snow back <br />from the area where the children wait for the bus; however, no snow has been removed. <br /> <br />Mayor Swedberg questioned whether there would be a memorandum of understanding <br />between the City and property owners concerning the snow removal policy. Mr. March <br />explained when the policy is determined; Staff will notifY residents and business owners <br />in the downtown area. The City intends to clarifY what conditions need to exist prior <br />declaring a snow emergency, which will give property owners permission to push snow <br />into the County right-of-way, and the City will remove same. <br /> <br />Council Member Travis stated he drove by after he got the e-mail and it appeared to him <br />there was little or no effort to clear a path on the east side of Centerville Road and the <br />south side of Main Street. The children had stomped a path through the snow but the <br />property owner had not cleared even a walkway. Council Member Travis questioned <br />what the responsibility of the business owner is for snow removal. Mr. March indicated <br />he has spoken to the business owner and he and the business owner came to an <br />understanding that the sidewalk is a public sidewalk and the business owner is <br />responsible for removing the snow. <br /> <br />Mayor Swedberg noted the City should make the schools aware of the designated <br />walking routes within the City. <br /> <br />Mayor Swedberg noted he had received an e-mail from a resident concerning citywide <br />removal of snow from sidewalks and wanted to make Council aware it may need to be <br />addressed at a later time. <br /> <br />X. NEW BUSINESS <br /> <br />1. Jovce A. Stevens - Rezone from R2 to II Request - n007-20th Avenue) <br /> <br />Council Member Broussard Vickers indicated residents present at the Planning and <br />Zoning meeting were opposed to the rezone. This parcel is unique in size and shape and <br />the owner would like to sell the property and a zoning change would make it easier to do <br />so. There are larger concerns for the parcel due to the size and shape and the fact there is <br />a floodway located on the property. The property owner is paying commercial! industrial <br />taxes based on use not zoning. Most residents did not object to the current operation but <br />were opposed to expansion of the business or the rezoning the property. <br /> <br />The rezone was denied because the property owner asked for industrial zoning which the <br />Planning and Zoning Commission did not believe was an appropriate use for the <br />property. There is commercial property along the side of the street the property is <br />located on and the other side is zoned industrial.
