Regional cooperation <br /> <br />Patricia Scott, LeJournal Editor, arrived at 6:45 p.m <br /> <br />Councilmember Capra explained that she would like to see more training and additional <br />information provided to new members just joining the committees. She would like to <br />provide more tools to members such as Internet access and e-mail for better <br />communication. She would like to better define goals and standardize the by-laws ofall <br />of the committees into one general set of by-laws with appenditures for each committee. <br />She would also like to see each committee become a seven-member committee. <br />Councilmember Capra shared that she had spoke with Todd Murawski, Recreation <br />Specialist for Wargo Nature Center regarding establishing two (2) summer youth <br />programs through Anoka County Parks. She also stressed the need to create trails and <br />pathways for pedestrian traffic connecting the parks and all areas of the City. <br /> <br />Councilmember Nelson explained she would like to see a checklist corresponding with <br />ordinances related to the parks and recreation issues before development begins. This <br />would ensure that the Parks and Recreation Committee supports' the proposed plat, and if <br />not, could make recommendations to Council before approvals are issued. <br />Councilmember Nelson would like to hear from the committee members regarding <br />Council's goals within two weeks. <br /> <br />Councilmernber Travis commented that he felt the Parks and Recreation Committee has <br />done an excellent job with park issues in the last couple of years, adding, "If it's not <br />broken, don't fix it." Mr. Travis explained that the opinions of the Parks and Recreation <br />Committee are very important to the Council, and that he would like to see a precedent <br />placed on the vision of the downtown area The downtown revitalization vision needs to <br />be established before it is too late. <br /> <br />Councilmember Broussard Vickers commented that the Parks and Recreation Committee <br />has had the opportunity to review all proposed developments, and have been given the <br />ability to make recommendations to Council before final plat approval has been granted. <br />She too felt the committee has done a great job, adding that minor issues should be <br />addressed by the Parks and Recreation Committee, not by City Council. The City <br />Council depends on, and supports the expertise of the Parks and Recreation Committee <br />members to determine the precedence, goals and priorities of park and recreation issues. <br /> <br />Acting Chairperson Karla DeVine thanked the Council for sharing their comments and <br />goals with the Parks and Recreation Committee. Ms. DeVine explained that most of the <br />items mentioned had already been discussed and/or acted upon by the Parks and <br />Recreation Committee as goals for the year 200 I.
