<br />NOT <br />APPROVED <br /> <br />PARKS AND RECREATION <br />COMMITTEE MEETING MINUTES <br /> <br />February 7, 2000 <br /> <br />Pursuant to due call and notice thereot; the Parks and Recreation Committee of the City <br />of Centerville held their regularly scheduled meeting on February 7, 2000 at City Hall, <br />1880 Main Street. Acting Chairperson Karla DeVine called the meeting to order at 6:35 <br />p.m. <br /> <br />Present: <br /> <br />Acting Chairperson Karla DeVine <br />Tedd Peterson <br />Brian Walter <br />Wayne LeBlanc <br /> <br />Absent: <br /> <br />Doug Porter <br /> <br />Staff: <br /> <br />Jill Lien <br /> <br />APPEARANCES <br /> <br />Mayor Tim Swedberg, Councilmembers Travis, Broussard Vickers, Nelson and Capra <br />appeared before the Parks and Recreation Committee to discuss goals and how the <br />Committee's and Council can work together and communicate most effectively. Mayor <br />Swedberg began the discussion by distnbuting a letter he had written to the Committees <br />and Commissions explaining how the Council would like to refine the goals for the City <br />over the next two (2) years. The information outlined how the goals need to be: <br /> <br />. Focused and lead to action <br />. Researched and fuctual <br />. Implemented without raising taxes <br />. Communicated through public input and participation <br /> <br />Also included in the information was an outline of the Civic Index from the National <br />Civic League. This index was developed to help communities evaluate and improve their <br />civic infrastructures. The 10 components of the Civic Index serve as a description of the <br />types of skills and processes that must be present for a community to deal effectively <br />with its unique concerns. The 10 components are as follows: <br /> <br />1. Citizen participation <br />2. Community leadership <br />3. Government performance <br />4. V olunteerism and philanthropy <br />5. Intergroup and intragroup relations <br /> <br />1 <br />
