<br />The committee briefly discussed the possibility of a skate park in the future, and came to <br />the conclusion that the City will probably start with a Tier I Skate Park. The general <br />consensus of the Parks and Recreation Committee was to have it run by the City and not <br />through the YMCA. Councilmember Broussard Vickers questioned the insurance <br />liabilities. Specifically, what would it do to the City's insurance policy if a claim were <br />filed against it? What happens with claims? She would like to see the perspective on <br />filed liability claims, and doesn't want to jeopardize our current policy. <br />Councilmember Broussard-Vickers requested additional research on the insurance issues. <br /> <br />Ms. Lien will research the insurance issues. <br /> <br />Grants <br />Ms. Lien distributed a copy of the original grant application that was submitted last year <br />for Laurie LaMotte Park. Ms. Lien explained that there are enough changes to the <br />original grant application, that a public hearing will be required. Some of the changes to <br />the original application include: letters of support, updated fees fur playground <br />equipment, skate park, lighting, etc. Ms. Lien requested the committee members' review <br />the original grant application, make any changes and/or suggestions, and submit their <br />changes at the next meeting. The grant application is due at the end of March. <br /> <br />Centennial Hockey Association (CRA) <br />Mr. Peterson explained his concerns with the Centennial Hockey Association using the <br />rink for more than the allotted time agreed upon. The CRA is allotted three hours per <br />day, three days per week. They are now using the rink for the entire night (four hours), <br />all three days per week. The local youth aren't able to use the rink at all those nights. <br />Additionally, the hockey players are also using the pleasure rink, which they aren't <br />supposed to use at all. The committee concluded that since the year is almost over, there <br />isn't a lot we can do about it for the remainder of this year, but this is definitely <br />something to take into consideration next year. <br /> <br />Jackets for Rink Attendants and Parks and Recreation Members <br />Ms. Lien explained she had ordered nine (9) jackets, five (5) for each of the Parks and <br />Recreation members, and four (4) for the rink attendants. We will leave one at the <br />warming house for the rink attendants to use while on duty. The other three (3) will <br />remain at City Hall for future use when needed. The cost of each jacket is roughly $25, <br />which includes the embroidery. Ms. Lien will distribute the exact fees once the invoice is <br />received. Members can pay fur their jacket at that time. <br /> <br />Como Plan Amendment <br />Ms. Lien commented that she had spoke with Mr. PaIzer regarding updating the Comp <br />Plan. Mr. PaIzer mentioned that there are several items in the Comp Plan that need <br />updating, and suggested the entire Comp Plan be updated at one time, rather than the <br />Parks and Recreation Committee updating just the part related to parks and recreation. <br />Mr. March recommended the "trail updates" be incorporated into the amendment at the <br />same time as the Pheasant Marsh updates. The City will probably contact Dean Johnson <br />with Resource Strategies when it is time for the amendments. <br /> <br />4 <br /> <br />L <br />
