April 11,2001
Council Meeting Minutes

Mr. March stated he had spoken to Mr. Milo Bennett, Centennial Fire Chief, who had
explained the issue was that there was no road built to the hydrant on the other side of the
building so the Fire Department would not have proper access to same. Mr. March also
noted he was unaware that the pipe was a six (6) inch water main. Mr. March noted that,
if the pipe were oversized or extra deep, that would be a typical City cost and he is not
sure how this line would service development to the north.

Mr. Peterson noted the City would connect to the water pipe at some point as it is in the
right-of-way for 21 51 Avenue. If 21 st A venue is extended straight north, the hydrant
would be removed and the City would connect to the pipe and continue the main.

Council Member Capra stated she had spoken with Mr. Bennett and he had indicated the
hydrant is a standard request and not out of the ordinary.

Council Member Broussard Vickers questioned why the City decided not to install the
pipe at the same time as Hunter's Crossing.

Council Member Travis asked if this was a development cost or a City infrastructure cost.
Mr. Peterson indicated it was both. Mr. March indicated if the pipe were a larger trunk it
would have been a City cost. He also stated that, if the City can use the pipe to loop in
future development, there might be a dollar amount for the City to contribute.

Mr. Bode questioned why the hydrant and water main were not discussed at the site plan
review level. Mr. March indicated he was told by Mr. Bennett the water main and
hydrant were on the plan originally.

Council Member Broussard Vickers stated she would like the minutes reviewed to
determine why the City decided not to have the pipe installed at the same time as the
Hunter's Crossing development.

Motion bv Council Member Capra. seconded bv Council Member Nelson to table
this matter for more research. to direct Staff to review the minutes to determine
why the City decided not to install this pipe as part of the Hunter's Crossing
develollment. and to review the site plans for County Bank to determine if the water
main and hydrant were included in the oril!:inal plans. All in favor. Motion carried
unanimouslv.

Mr. Bode questioned whether there were plans to continue 21 51 Avenue to the north. Mr.
March indicated there currently was no plan to do so.

Council Member Travis asked how much Mr. Bode was asking the City to pay. Mr.
Bode indicated he would like the water main paid for by the City. He then noted the
Bank should be assessed for the value of having water run to its property.
